ELT in Colorado
Colorado recently passed legislation giving the Colorado Department of Revenue Division of Motor Vehicles authority to "allow the electronic transmission of registration, lien, and titling information for motor vehicles." The bill also grants authority to the DOR to mandate participation in the ELT program for lenders doing 50 transactions or more per year, but does not require that the DOR implements such a requirement.
The ELT program changes the lien and title process for lenders (bankers, credit unions, dealers, and other financial institutions) as lenders no longer need to store and file paper titles.
Colorado recently announced via their website that ELT is scheduled to launch in May 2015. More details will be posted here as they are finalized by the state. Please also see the FAQS page.
